The precious stone was found by Emmanuel Momoh, who was working in the Kono region, in the east of the country. It will be sold in Sierra Leone in a 'transparent' bidding process to benefit the country, according to a government statement.     Mining Ministry Launches Online Mining License Application Prospective investors in the mining sector will soon be able to apply for mining licenses online and receive a response within 90 days. This is one of the reform measures aimed at cutting out brokers and reduce corruption in the licensing processes. The proposal is among many others contained in the mining bill currently in its second reading in parliament. The bill advocates for creation of a mining advisory board to oversee and assess the online mining licence applications before final approvals are granted by the cabinet secretary for mining.

A Christian pastor working in a Sierra Leone mine has found a 706-carat diamond, which could be the tenth largest ever found. The precious stone was found by Emmanuel Momoh, who was working in the Kono region, in the east of the country. It will be sold in Sierra Leone in a 'transparent' bidding process to benefit the country, according to a government statement. It read: 'A 706-carat diamond was presented to President Dr Ernest Bai Koroma yesterday evening. 'Receiving the diamond President Koroma thanked the chief and his people for not smuggling the diamond out of the country.' Diamond expert Paul Zimnisky said it could be 'between the 10th and 15th largest gem-diamonds ever recovered' and such a find is very rare in a small mine. He said: 'Most recent exceptional diamond discoveries have been made by large commercial miners that mine very large volumes of kimberlite ore and process it with advanced equipment. 'Artisanal mining tends to produce smaller, lower quality diamonds because the diamonds suffer breakage and erosion.' Zimnisky said the stone would likely be sold outside Sierra Leone, despite the government's assertion, for better access to buyers. Without a professional assessment of the diamond's potential flaws and colouring it is impossible to value the stone. However, a polished stone cut from the Jonker, which is the 10th largest gem-diamond ever recovered until now at 726 carats, will go on sale in Hong Kong in May. A single 25-carat portion is likely to sell for $2.2 million to $3.6 million (£1.78 million to £2.75 million), or $88,000 to $144,000 for a single carat, Zimnisky said. A 1,111-carat diamond was discovered at a mine in Botswana in 2015, the biggest find for more than a century. That gem is second in size only to the Cullinan diamond which was unearthed in South Africa in 1905, at 3,106 carats uncut, according to the Cape Town Diamond Museum. The Cullinan was cut into several gems, including two set into the sceptre and crown of the British Crown Jewels. Historically, Sierra Leone has had a controversial role in the diamond industry. The sale of 'blood diamonds' helped finance civil wars across Africa in the 1990s and often funded military dictatorships on a continent that the London Diamond Bourse estimates provides 65 percent of the world's diamonds. Rebels allowed traders to exploit diamond mines and ship the gems abroad via Liberia. In one of the most notorious cases, former Liberian warlord Charles Taylor was found guilty of supporting the rebels in exchange for diamonds mined by slave labour. The district where the 706-carat diamond was discovered is where US-Belgian businessman Michel Desaedeleer, accused of enslavement and diamond trafficking during Sierra Leone's civil war, is alleged to have committed his crimes. He died in jail in September before he could stand trial. The death toll from Sierra Leone's civil war is estimated at 120,000. The country has a population of roughly six million people, making it one of Africa's deadliest conflicts in recent history. Social Interest Ever since the first nuclear reactor was build in Africa in Congo in 1958 there have been safety concerns, cause within the whole process of the production of nuclear energy a lot of things can go wrong, willingly and unwillingly, with possible devastating consequences for people and environment. For instance in 2007 the head of the Congolese research institute was arrested for illegally selling nuclear fuel rods. Also in Niger the highway where the mined uranium is transported on runs through rebel territory associated with Al-Qaida. The war in neighbouring Mali makes this transport even more risky. Besides the risks of fuel rods ending up in the wrong hands the mining of uranium itself poses danger to people and environment as well. Historical and Political Relevance Nuclear power, the right to enrich uranium and develop the technology to exploit its energy, has always been a difficult point in international politics. In the Cold War the threat mainly came from the war talk and power displays of archenemies the United States and the Soviet Union which both had a gigantic nuclear arsenal. As the cold war ended the threat of a nuclear war declined. However the nuclear disaster in a power plant in Chernobyl a few years earlier proved that the benefits of nuclear power also pose a big potential threat in case of incidents. However, this incident did not stop more countries from starting a nuclear program with a wide range of experiments While in the last decade the interest of the West in Nuclear power seems to decline some new players on the nuclear market, with questionable regimes like Iran and North Korea , are causing much international debate about the right to develop nuclear power. The rapidly developing African continent is in serious need of energy and has always been rich in raw resources to produce energy and is now slowly developing the knowledge to exploit them. The African continent may well be on the verge of a nuclear revolution so the political discussion about the right to use nuclear energy is more relevant than ever. Because not only questionable regimes can pose a potential threat, also war and especially terrorism are extremely dangerous, since it takes a single rocket fired by a single person to blow up a nuclear power plant.

The mostly Aymara Indians have been peacefully demonstrating for more than two weeks, demanding that the government revoke the licence for the Canadian-owned Santa Ana mine in the Puno region - mainly with a blockade that has paralysed commerce at the nearby Bolivian border crossing. Shop owners and tourism sector workers in Puno held a protest of their own on Tuesday about the increasing economic cost of the blockade. The mine in dispute is owned by Bear Creek Mining Corp., a company based in Vancouver, British Columbia, that says it has invested 25 (m) million US dollars in the project and had hoped to begin production next year. Protesters say they fear the mine will contaminate Lake Titicaca - one of Peru's biggest tourist sites - hurting fishing and farming. Bear Creek's director has said the mine would have no impact on South America's biggest lake, which straddles the border between Peru and Bolivia. He said it isn't in the same drainage basin as Titicaca. Last Thursday, protests by some 10-thousand people from both sides of the border turned violent when rioters attacked the tax office in Puno, hauling files and furniture into the street and setting them ablaze. Protesters smashed windows at other public buildings and banks and burned several vehicles. On Tuesday, trucks brought more protesters to Puno to demonstrate in its main square, only to find shop owners and local residents holding their own protest. One local business owner said "the negotiations moved forward, our authorities went to Lima and they made great advances to solve the environmental problems we had in Puno." The ongoing dispute is also affecting tourism on Lake Titicaca's floating Uros islands, which had only a handful of visitors on Monday. The islands - made from reeds - typically receive at least three boats of tourists daily. Luis Carbajal, a local resident, told AP Television: "All of the families living here get a living out of the tourists. The income is not a lot. We live off the tourists who come and stay here and of what we sell, but right now we have nobody." Companies have pledged more than 40 (b) billion US dollars in investments in Peru's mining sector in the coming decade. Mining Ministry Launches Online Mining License Application Prospective investors in the mining sector will soon be able to apply for mining licenses online and receive a response within 90 days. This is one of the reform measures aimed at cutting out brokers and reduce corruption in the licensing processes. The proposal is among many others contained in the mining bill currently in its second reading in parliament. The bill advocates for creation of a mining advisory board to oversee and assess the online mining licence applications before final approvals are granted by the cabinet secretary for mining.
